Joseph Bynum

Community Risk Reduction Specialist
Pennsylvania Office of the State Fire Commissioner

Joe Bynum serves as a Community Risk Reduction Specialist with the Pennsylvania Office of the State Fire Commissioner, where he works with fire departments, local governments, and community partners to identify risks and develop data-informed strategies to reduce preventable injuries, fires, and other community hazards. His work includes community risk assessment, fire and life safety initiatives, incident data and reporting, and supporting the integration of CRR into organizational planning and decision-making.

Joe is also an experienced fire service instructor and has served with Brookhaven Fire Company in Delaware County, Pennsylvania, since 2003, where he currently serves as Captain. His operational experience provides a practitioner’s perspective that shapes his approach to making CRR practical, sustainable, and relevant for fire departments of all sizes.

He holds a Master of Public Administration with a concentration in Emergency Services Management and has participated in state and national fire service committees and organizations. Joe is passionate about advancing Community Risk Reduction, improving the use of fire service data, developing future leaders, and strengthening the connection between emergency response, prevention, education, and community needs.

Jamie McIntyre

Community Risk Reduction Manager
City of Spokane Fire Department, Washington State

Jamie McIntyre has dedicated her career to helping people and building safer, stronger communities. She has served as the Community Risk Reduction Manager for the City of Spokane Fire Department for more than ten years. Before joining the fire service, Jamie spent over a decade in social services, working with older adults, at-risk youth, and individuals living with severe and persistent mental illness.

Her background in social services continues to shape her approach to Community Risk Reduction. Jamie believes prevention begins with listening, building relationships, and understanding the unique needs of the people she serves. Throughout her fire service career, she has led Community Risk Reduction programs focused on education, prevention, and community partnerships.

Jamie serves as Chair of the Washington State Public Fire Educators and on the NFPA Fire and Life Safety Education Member Section Board. She also serves as President of the Spokane Fire Department Foundation.

Brandon Chaney

Deputy Fire Marshal
Mecklenburg County, NC

Brandon Chaney serves as a Deputy Fire Marshal specializing in Public Education and Community Risk Reduction for Mecklenburg County, NC. Driven by a relentless passion to prevent tragedies before they strike, his perspective on CRR is singular: he has worked the entire lifecycle of an emergency. From triaging 911 calls and front-line fire/EMS response, to pioneering grass-roots post-fire recovery programs and delivering large-scale FEMA disaster relief, Brandon understands every phase of community risk.

His career reflects a deliberate scaling of expertise from small-town response and prevention to fire code enforcement in the City of Pittsburgh, to managing complex fire inspections with the City of Charlotte (a top 15 U.S. city). He now applies this operational force at the Mecklenburg County Fire Marshal’s Office, operating under the Land Use and Environmental Services Agency (LUESA). Serving over 1.1 million residents in North Carolina’s largest and most demanding jurisdiction, his focus encompasses advanced level fire inspections, investigations, and county-wide public education.

Anchored by extensive specialized education and credentialing, Brandon holds North Carolina certifications as a Fire Inspector (Levels I-III), Fire Investigation Technician, and FLSE (Levels I-II). Actively building his portfolio for the CPSE Fire Marshal designation, Brandon’s life’s work is bridging the operational divide, solving systemic disconnects, and building a proactive CRR culture.

Sheena Glover

Assistant Fire Marshal/Authority Having Jurisdiction
Omaha Fire Department

Sheena L. Glover, M.S. is a trauma-informed public safety leader, educator, and organizational risk reduction strategist with more than 25 years of experience in emergency medical services and nearly two decades in the fire service. A nationally registered paramedic, certified law enforcement officer, peer support member, keynote speaker, author, and fire service executive, she has built her career at the intersection of operational leadership, emergency response, organizational development, prevention, education, community risk reduction, and workforce well-being.

Sheena currently serves as the Assistant Fire Marshal/Authority Having Jurisdiction with the Omaha Fire Department and has served in progressively responsible roles including Firefighter/Paramedic, Hazardous Materials Technician, Fire Captain, and Acting Battalion Chief. Her leadership experience provides her with a distinctive understanding of public safety organizations from frontline service delivery to executive-level decision-making, workforce development, risk reduction, and organizational culture.

She holds a Master’s degree in Organizational Leadership, a Bachelor’s degree in Emergency Medical Services, and an Associate degree in Fire Science. She is also a graduate of the National Fire Academy’s Managing Officer Program and continues to pursue advanced executive development and professional credentialing within the fire and emergency services. Beyond titles and credentials, Sheena brings something that cannot be taught solely in a classroom: lived experience. Her perspective has been shaped by decades of navigating complex systems, leading through adversity, challenging ineffective practices, and experiencing firsthand how organizational systems can either strengthen people or cause harm. She transforms those experiences into insight, frameworks, and practical solutions designed to strengthen people, improve organizations, and prevent harm before it becomes a crisis proactively reducing both human and organizational risk.

Her work centers on strengthening the people who strengthen organizations. Through leadership development, education, advocacy, and innovative approaches to workforce wellness and organizational risk reduction, she helps public safety agencies build healthier cultures, stronger leaders, and more sustainable systems. John Wood III

Code Compliance Officer
Department of Fire Services–State Fire Marshal’s Office

John Wood is a Code Compliance Officer with 15 years of experience with the Department of Fire Services–State Fire Marshal’s Office. Specializing in fire and life safety code enforcement, regulatory compliance, inspections, fire investigations, and public safety, he has developed extensive expertise in ensuring compliance with state fire codes while promoting safe and resilient communities.

In his current role, John investigates fires, conducts inspections, evaluates code compliance issues, interprets fire safety regulations, and collaborates with property owners, contractors, local officials, and emergency response personnel to develop effective compliance solutions. Throughout his career, he has contributed to enhancing public safety through consistent enforcement, education, technical guidance, and community outreach.

John is committed to advancing Community Risk Reduction (CRR) by identifying fire and life safety hazards, supporting prevention strategies, and promoting education and partnerships that reduce risks before emergencies occur. He possesses extensive knowledge of fire prevention practices, code interpretation, and regulatory enforcement while maintaining the highest standards of professionalism and public service. His expertise is further strengthened through advanced professional education from the National Fire Academy, including Executive Chief Officer, Leadership in Supervision, Leadership Strategies for Community Risk Reduction, Community Risk Reduction: A Policy Approach, Managing Effective Fire Prevention Programs, Presenting Effective Public Education Programs, Building Organizational Support for Community Risk Reduction, and Best Practices in Community Risk Reduction. Outside of his professional responsibilities, John enjoys hunting, fishing, golf, snowshoeing, and other outdoor activities. He is also a dedicated Boston sports fan. He values continuous learning, professional development, and community engagement.

Tyler Whitehead

Fire Inspector
City of Jackson Fire Department

I am Tyler; I am the Fire Inspector for the City of Jackson Fire Department I am married to my amazing wife and a father to two wonderful kiddos. My department was founded in 1843 and serve a diverse population in a community that is growing in housing and maintaining its industrial roots. Our community has had little to no Fire Prevention since the early 2000’s and CRR was not part of that until I was promoted in 2022. I did not think I would be in this position until later in my career but I think it was a good fit and I was happy to step into a role that was brand new to the majority of our department. We are still working to find the best way to do things at times and there are still growing pains professionally and as a department as we find our identity in this realm. I love getting to interact with the public whether on fire inspections at community events and especially at the schools. I enjoy getting to educate and hear stories especially when they have history of their neighborhood, the city or the fire department. I am excited for this opportunity.

Amber Stewart Edington

Amber Stewart Edington is a volunteer firefighter/EMT and Community Outreach Coordinator who is passionate about advocating for people whose voices are too often overlooked. Guided by her faith and grounded in compassion, servant leadership, and the belief that every person deserves to be heard, she is committed to building stronger, healthier, and more resilient communities.

Professionally, Amber serves as a Community EMT, bringing experience in emergency medical services, patient advocacy, and collaborative approaches that strengthen the connection between public safety, healthcare, and community partners. She holds a Bachelor of Science in Professional Studies from Purdue Global, four associate degrees, and multiple technical certifications.

A wife and mother, Amber believes some of life’s greatest lessons in leadership come from serving others with humility, empathy, and integrity. As a national speaker and educator, she enjoys sharing innovative ideas, fostering partnerships, and inspiring others to think differently about community impact. Whether responding to emergencies, leading outreach initiatives, or advocating for those whose voices may otherwise go unheard, Amber strives to leave every person and every community better than she found them.

Jamie Roecker

Community Risk Reduction Specialist
Kansas State Fire Marshal

Jamie Roecker is a Community Risk Reduction Specialist with the Kansas State Fire Marshal, where she works to advance fire and life safety initiatives, strengthen community partnerships, and support risk-reduction efforts across Kansas. She joined the State Fire Marshal’s Office in June 2024 as an Inspection Supervisor before transitioning to her current Community Risk Reduction role in June 2025.

Jamie began her fire service career in January 2020 with the Ottawa Fire Department, where she serves as a Volunteer Firefighter and Fire and Life Safety Education Specialist. Her work focuses on prevention, public education, and connecting fire service programs with the needs of the community.

Since January 2024, Jamie has also served as an instructor for the National Fire Academy in the Community Risk Reduction curriculum, specializing in Youth Firesetting Prevention and Intervention.

Prior to entering the fire service, Jamie spent 17 years as a public school educator. Her background in education, combined with her fire service experience, provides a unique perspective on community risk reduction and the role education plays in creating sustainable changes in fire and life safety.

Alex Quintana

Illinois Community Risk Reduction Coordinator

Alex Quintana serves as the Public Education Specialist, Fire Inspector, and Public Information Officer for the Appleton Fire Department in Appleton, Wisconsin. A U.S. Navy veteran, Alex served eight years on active duty before beginning her career in the fire service in 2019. Her fire service experience has included emergency response, fire prevention, inspections, public education, and strategic communications.

Alex is passionate about Community Risk Reduction and finding ways to move traditional public education toward a more comprehensive, data informed approach to identifying and reducing community risk. Her work includes developing public education initiatives, strengthening community partnerships, supporting fire prevention efforts, and using communications to make fire and life safety information accessible and relevant to the community.

Alex also serves as an adjunct instructor in the Fire Protection program at Fox Valley Technical College and as Secretary/Treasurer for the Wisconsin State Fire Inspectors Association Area 7. She holds associate degrees in Fire Protection and Accounting and is currently pursuing a bachelor’s degree in Fire and Emergency Response Management. Alex values continuous learning, collaboration, and opportunities to challenge the fire service to think differently about how it prevents emergencies and serves its communities.

Matt Perez

Illinois Community Risk Reduction Coordinator

Matt Perez has a distinguished career spanning nearly 40 years in public safety. He served for 3 years as a Kane County Sheriff’s Deputy before transferring to the Aurora Fire Department where he spent 28 years moving through the ranks of firefighter, paramedic, arson investigator, Lieutenant, Captain, Battalion Chief, Training Chief and Assistant Chief/Fire Marshal. He holds an associate degree in Fire Science from the College of DuPage and a bachelor’s degree in Fire Service Management from Southern Illinois University. Upon retiring from Aurora, he was appointed as the Illinois State Fire Marshal where he served from 2015 to 2022 and was elected to the Board of Directors for the National Association of State Fire Marshals in 2020. In 2025 he returned to the Office of the Illinois State Fire Marshal as the Illinois Community Risk Reduction Coordinator. He has been selected as a member of the NFPA CRR Elevation Team and has been a presenter of CRR topics at numerous local, state and national conferences. In 2025 he received the honor of Chief Emeritus from the Illinois Fire Chiefs Association.

Ryan Payne

I serve with Cherokee County Fire & Emergency Services and am passionate about Community Risk Reduction (CRR) and improving the safety and resilience of the communities I serve. Throughout my career, I have supported emergency response, fire prevention, public education, and strategic planning initiatives that focus on reducing risk before emergencies occur.

I hold a master’s degree in Fire Executive Leadership/Public Administration and believe effective CRR is built on collaboration, data-driven decision-making, and proactive community engagement. I have contributed to initiatives involving public education, smoke alarm programs, Knox Box outreach, fire inspections, and partnerships that strengthen emergency preparedness and reduce preventable incidents. These experiences have reinforced my commitment to integrating prevention, education, engineering, enforcement, and emergency response into a comprehensive approach to public safety.

I am dedicated to continuous professional development and enjoy working with others to identify community risks, develop meaningful solutions, and measure their effectiveness. My goal is to help build safer communities by fostering strong partnerships, promoting innovative CRR strategies, and supporting a culture of prevention that protects lives, property, and the well-being of those we serve.

Jillian Moore

Arvada Fire
Community Risk Reduction Specialist

Jillian Moore is a Community Risk Reduction Specialist with Arvada Fire, where she develops and leads innovative programs that improve community safety through education, outreach, and prevention. She oversees public education initiatives focused on fire and life safety, emergency preparedness, injury prevention, youth firesetting intervention, older adult safety, CPR education, home safety, and wildfire preparedness. Jillian conducts home safety visits, installs smoke and carbon monoxide alarms, provides fall prevention recommendations, and partners with schools, healthcare organizations, businesses, and community groups to identify local risks and implement proactive, data-driven prevention strategies.

Before joining Arvada Fire, Jillian worked with the Colorado Department of Public Health and Environment’s Emergency Medical and Trauma Services Branch, the Colorado Cardiac Arrest Registry to Enhance Survival (CARES) Program, and Denver Health Medical Center, where she specialized in education and outreach. She earned a Master of Healthcare Administration from Colorado State University and a bachelor’s degree in Business from the University of Wyoming.

Jillian is passionate about building safer, more resilient communities through collaboration and Community Risk Reduction. She is an active member of the Colorado Community Risk Reduction Network (CRRN), participates in the Sound Off for Firefighters smoke alarm installation program, is a Youth Firesetting Intervention Specialist, an American Heart Association Basic Life Support (BLS) Instructor, and a Red Cross First Aid Instructor. Her work focuses on empowering residents with the knowledge and resources to prevent emergencies before they occur.

Kim O’Malley

Delaware State Fire School
Training and Education Specialist

Kimberly O’Malley has more than 20 years of experience in fire and life safety education. She currently serves as a Training and Education Specialist, managing Fire and Life Safety Education programs for the Delaware State Fire School. She has been involved in the fire service as a volunteer, as a fourth-generation member of the Citizen’s Hose Fire Company in Smyrna, Delaware.

One of Kim’s successful initiatives has been integrating fire safety education into Nita M. Lowey 21st Century Community Learning Centers programs at two elementary schools, providing valuable educational opportunities to students in underserved communities.

She holds a bachelor’s degree in nursing and is certified as a Fire Instructor I, II, and III; Public Fire and Life Safety Educator I and II; Firefighter I and II; and Fire Officer I. Her dedication, knowledge, and experience have advanced fire and life safety initiatives throughout Delaware. Kim is ready to tackle the challenge of helping fire departments across her home state integrate Community Risk Reduction principles into everyday operations.

In her free time, Kim enjoys spending time with her twin boy cats, Smokey and Bandit, traveling with her husband, Mike, attending concerts, and all things Disney.

JC Fultz

Office of the Illinois State Fire Marshal (OSFM)
Public Information Officer

JC Fultz brings more than two decades of experience in the meteorology community, combining extensive weather expertise with a strong background in public safety communication and outreach. For more than six years, he has served as the Public Information Officer for the Office of the Illinois State Fire Marshal (OSFM), leading statewide communication, public education, and safety awareness efforts.

Before joining OSFM, JC worked closely with fire departments and public safety agencies across Illinois to promote weather preparedness and the importance of having NOAA Weather Radios in homes. He also hosted weather radio programming events throughout central Illinois, helping communities better understand severe weather risks and preparedness.

JC is a founding member of Illinois Community Risk Reduction (CRR), where he has helped advance proactive, data-driven safety initiatives designed to identify and reduce risks before emergencies occur. His experience at the intersection of weather, public safety, communications, and community education continues to support efforts to make Illinois communities safer and better prepared.

Courtney Chambers

Washington State Fire Marshal’s Office
Deputy State Fire Marshal/Public Information Office & Community Risk Reduction (CRR) Officer

Deputy State Fire Marshal Courtney Chambers serves as the Washington State Fire Marshal’s Office Public Information Officer and Community Risk Reduction (CRR) Officer. In this role, she leads statewide public education and risk reduction initiatives, develops educational resources and public information campaigns, manages website content and media communications, and supports community risk reduction efforts across the agency.

Courtney established the Washington State Fire Marshal’s Office Community Risk Reduction Technical Advisory Program to support fire agencies throughout the state with CRR efforts. She also serves as Chair of the Washington State Community Risk Reduction Coalition and as a Board Member of Washington Public Fire Educators, collaborating with fire service professionals to advance community risk reduction, public education, and fire and life safety initiatives.

Jessica Sondgeroth

Jessica Sondgeroth has spent the last 13 years serving in various roles within the fire service. Currently her role with the Vision 20/20 project is CRR Academy coordinator along with supporting the collaboration of nationwide CRR efforts. She also provides technical support, rural strategy planning, and coordination with Sound Off with the Home Fire Safety Patrol made possible by funding to MPHI from the USDHS/FEMA. Prior to her work on these projects Jessica worked for the South Carolina State Fire Marshal’s office on the CRR Team, Palmetto Incident Support Team, Fire Investigation Team and locally was a volunteer fire professional.

Danielle McNutt

Danielle McNutt is the Community Risk Reduction Senior Program Manager with Boulder Fire-Rescue in Colorado, where she has spent the past eight years leading CRR programs to prevent and mitigate identified risks in the community. She manages a team of CRR Specialists and oversees programs including wildfire Detailed Home Assessments, child passenger safety, home safety visits, emergency preparedness, and falls prevention for older adults, and also serves as the City of Boulder’s Fire Adapted Communities lead. Danielle holds undergraduate and graduate degrees from the University of Florida in Cultural Anthropology, and before joining the fire department, she worked in the nonprofit and natural resource sectors.

Kris Blume

Kristopher T. Blume is the fire chief of the Meridian, ID, Fire Department and has more than twenty-five years of fire service experience. A frequent contributing author, Blume is also the Fire Engineering author of the book, Carry The Fire. Blume is a graduate of the Executive Fire Officer (EFO) program and is an instructor at the National Fire Academy. As a student of the fire service, he focuses on values-driven, mission-focused leadership for the profession.

Jeannette Sutton

Jeannette Sutton, PhD, is an internationally recognized scholar of alerts and warnings, identified by Stanford University among the top 2% of scientists worldwide in 2024 and 2025. With support from the National Science Foundation, National Oceanic and Atmospheric Administration, US Geological Survey, and Federal Emergency Management Agency, she has conducted research on risk communication, alerts, and warnings for more than two decades. Her signature contribution, the Message Design Dashboard (MDD), developed through the Integrated Public Alerts and Warnings System (IPAWS) program at FEMA, is used by emergency managers to craft effective public messages. She has also developed The Warning Lexicon and Post Alert Lexicon, which are employed internationally for message development across hazard types, and has published research on AMBER and missing persons alerts. Her work has been published in the Proceedings of the National Academy of Sciences, Risk Analysis, Health Communication, and numerous peer-reviewed journals, as well as in industry publications including the Journal of the National Fire Prevention Association.
Dr. Sutton brings extensive expertise through domestic and international consultation with Federal, state, and local organizations, the US Fire Administration, the National Center for Missing and Exploited Children, and international bodies including the European Emergency Numbers Association and the International Federation of the Red Cross. In 2024, she launched The Warn Room, an initiative to translate evidence-based research into practitioner-focused guidance through audits of historical alert and warning messages and reviews of communication templates. She also serves as co-host of The Alerting Authority, the only podcast dedicated entirely to alerts and warnings.

Sean Morgan

Dr. Sean G. Morgan is a double-board certified physician in Emergency Medicine and EMS Medicine, currently serving as Assistant Medical Director at DC Fire and EMS. He began his EMS career as a high school EMT and has since held leadership roles at institutions including Denver Health, the University of Cincinnati Medical Center, and Christiana Care Health Systems. Dr. Morgan has directed EMS agencies and paramedic programs, contributed nationally as a CPR guideline author for the American Heart Association, and serves as an examiner for the American Board of Emergency Medicine. Recognized among Pennsylvania’s Top 40 Under 40 Physicians, he is dedicated to advancing emergency medical care and educating the next generation of EMS professionals.

Alexis Squire

Chief Strategy and Impact Officer/ Deputy Chief of Staff, DC Fire and EMS Department
Alexis L. Squire is an accomplished tri-sector leader with over 15 years of experience advancing local and national social impact efforts through public-private partnerships, grantmaking, strategic communications, and community engagement. She currently serves as the Chief Strategy and Impact officer/ Deputy Chief of Staff for DC Fire and EMS, where she leads strategic engagement, external relations, and cross-sector initiatives that support the Department’s mission to enhance public safety, equity, and health outcomes for residents and first responders alike.
In her role, Alexis oversees strategic priorities aimed at improving community and member health and safety, legislative and policy development, and partnerships and engagement. She plays a critical role in fostering collaboration between government agencies, nonprofits, and the private sector to advance community risk reduction (CRR), resilience, and readiness.
Previously, Alexis served as the District of Columbia’s Chief Service Officer and Director of the Mayor’s Office on Volunteerism and Partnerships. In this Mayoral-appointed role, she led the District’s Commission on National and Community Service, directing nearly $8 million in AmeriCorps and private grant funding to address education, environmental justice, and civic engagement. Her leadership was instrumental during the COVID-19 pandemic, launching a citywide virtual volunteer platform that mobilized over 7,000 volunteers to deliver food, vaccines, and other critical resources.
Her earlier career spans over a decade in the nonprofit sector, where she designed and led national fundraising and engagement campaigns—including the Ice Bucket Challenge and Executive Sleep Out—focused on developing promising solutions and access to quality health, housing, and workforce development resources.
Alexis holds a Bachelor of Arts in English from the University of Maryland and is a graduate of Georgetown University’s Executive Leadership in Philanthropy Program at the McCourt School of Public Policy. Civically, Alexis serves on the Board of Directors for City Year DC, a locally affiliated and nationally operated nonprofit dedicated to improving school communities through service-based student support. She is also the agency appointee for the District’s Opioid Abatement Advisory Commission on behalf of the Deputy Mayor of Public Safety and Justice.
A proud third-generation Washingtonian, Alexis lives in Ward 7 with her husband and their two young sons.

Karen Berard-Reed

Monica Owens Doyle

Monica Owens Doyle is the National Program Manager of Community Preparedness and Resilience Services at the American Red Cross, where she has worked for over 18 years. She joined the Red Cross after serving two terms of service with AmeriCorps*National Civilian Community Corps. In 2012, the Obama Administration recognized Monica as a White House Champion of Change for her work in community preparedness and resilience building after Hurricane Katrina in Mississippi and Louisiana. Monica has worked in the home fire space for 11 years and helped research, design, and launch Red Cross’ nationwide Home Fire Campaign in 2014, which has served over 1.2 million households.
She holds a degree in Anthropology and Biology from the University of Georgia and is a certified project management and nonprofit professional with a graduate certificate from Louisiana State University. Monica resides in Ogden, Utah with her husband, their three children, and their rescue dog.

Pat Mieszala, RN

Pat has been an independent national consultant since 1981, providing educational services, training, and project reviews to burn care facilities, foundations, and fire service organizations throughout the U.S. and Canada. This follows ten years as the Psychiatric Burn Nurse Clinician at Cook County Hospital’s Sumner L. Koch Burn Center, caring for children and adult burn survivors. Now living in Palm Desert, CA, she is a native of Chicago and has over 50 years of experience and national/international recognition in psychiatry, burn care, rehabilitation, prevention, fire/life safety, youth firesetting, community risk reduction, and injury prevention. Her work has taken her to all fifty states, Puerto Rico, and most Canadian provinces.
She has served as a course developer and instructor at the National Fire Academy for over 20 years. Pat was on the original U.S. Fire Administration’s Juvenile Firesetter Assessment and Intervention team, developing instructional materials and providing workshop training to a network of fire departments, law enforcement, and mental health agencies across the U.S. and Canada, receiving the FEMA Director’s Award in 1984 for her work in this national project. She was the recipient of a major FEMA/USFA National Arson Prevention Initiative grant in 1997 to continue work in the Youth Firesetter area, providing instructor workshops to hundreds of professionals. Pat has contributed to a number of Youth Firesetter DHS Grant Projects, as well as continuing to serve on the NFPA 1035 Technical Committee, having been on the original sub-committee to introduce Juvenile Firesetter I and II (now Youth Firesetter Practitioner/Program Manager) Professional Qualifications to this NFPA Standard 1030.
Pat served as NFPA’s Public Education Division’s Lead Public Education Field Advisor and Representative for over 30 years and served on the NFPA Education Section Board for 20 years.
Currently, Pat is the CRR Curriculum Developer and State Technical Advisor for Vision 20/20 since 2014, having previously served on the Steering Committee of this national initiative. She is also the Training and Logistics Coordinator for the Sound Off With the Home Fire Safety Patrol Project since 2018. This CRR model program is sponsored by the Michigan Public Health Institute (MPHI), supported by FEMA/DHS AFG Grants, and is in 34 states and over 289 local communities.
Among her many awards for a lifetime of dedication and service, Pat is the third recipient of the Home Safety Council (now IFSTA) and Congressional Fire Services Institute (CFSI), 2009 Dr. Anne Phillips Leadership in Public Fire Safety Education Award.

Karla S. Klas, BSN, RN, CCRP

Community Risk Reduction Outreach Educator
Community Risk Reduction Outreach Educator for the State of Michigan Bureau of Fire Services – MI Prevention. Prior to that, she retired from managing the University of Michigan Trauma Burn Center’s nationally acclaimed community and family-centered injury prevention programs. Her 33-year distinguished career in burn/trauma critical care nursing, research, professional development training, mentoring, program management, public education, curriculum development, CRR, and injury/violence prevention has produced numerous journal publications, textbook chapters and grant awards. She has attained multiple specialty certifications and leadership appointments to committees devoted to injury control. She is a Michigan ACEs Community Champion trainer and Professional Instructor for the National Fire Academy. A lifetime achievement and multiple award-winning educator, speaker, and author, Karla also mentors at-risk youth, volunteers in survivor support programs, and enjoys all kinds of outdoor adventures with her family.

Josh Fulbright

Josh Fulbright serves as the Community Risk Reduction (CRR) Chief with South Carolina State Fire in the Office of State Fire Marshal. He leads a team tasked with fire and life safety data analysis, curriculum coordination, and outreach. The team supports fire service with education, training, and tools to facilitate risk reduction statewide. Chief Fulbright coordinates statewide CRR through the Fire Safe South Carolina program, manages fire fatality research through the CLEAR (Community Loss Education and Response) Team, and serves with the Palmetto Incident Support Team. He is South Carolina’s Network Representative to NFPA, Team Lead for Vision 20/20 Technical Advisors, works on the board for CRR Week, and is an NFA Contract Instructor.

Meri-K Appy

After a long career in nonprofit safety education and advocacy, Meri-K now serves as a national consultant and on the Executive Committee of Vision 20/20. She is Director of Strategic Partnerships and liaison to the Statewide Collaboration and Engagement Framework and to the Strategy 2 Work Group for Education and Outreach. Under a separate Fire Prevention & Safety Grant from the US Department of Homeland Security/FEMA, she is the National Program Manager for Sound Off with the Home Fire Safety Patrol, one of Vision 20/20’s eight Best Practices for Statewide CRR.

Gary Peck

Gary Peck serves as a Fire Prevention and Fire Department Safety & Health Coordinator with the Wisconsin Department of Safety and Professional Services, State Fire Program. In this role, he provides expert guidance to fire departments across Wisconsin on fire prevention codes, safety and health standards, code updates, audits, investigations, consultations, and community risk reduction initiatives. Gary played a key role in establishing a statewide community risk reduction strategic plan and in the development of the Wisconsin Fire Risk Reduction Tool.
Gary is a 34-year veteran of the fire service, including 25 years as a military and federal firefighter and fire officer, as well as 14 years serving as a fire chief. He has been actively involved in numerous state and national fire service organizations focused on addressing emerging issues in fire and emergency services. His leadership roles include serving as a National Fallen Firefighters Foundation Everyone Goes Home State Advocate and as a Fire Service Practical Skills Examination State Representative, appointed by the Wisconsin Technical College System Fire Service Education Office.

Melanie Jordan

Melanie Allred Jordan began serving her community in 1997 with the Locke Volunteer Fire Department. She continued her fire service career with the Concord Fire Department in 2002, where she currently serves as a Captain. Melanie is assigned to the Aircraft Rescue and Firefighting (ARFF) Unit at Station 6, located on the grounds of Concord-Padgett Regional Airport.
In addition to her operational role, Captain Jordan has shared her talents as a vocalist by performing the National Anthem at numerous fire service events. She began singing for the North Carolina Association of Fire Chiefs Mid-Winter Conference several years ago and has since performed at a variety of local and regional conventions. Most recently, she had the honor of singing the National Anthem at the International ARFF Working Group Symposium in Uncasville, Connecticut.

Russell Rogers

Battalion Chief, Community Risk Reduction
Battalion Chief Russell Rogers brings over 25 years of experience to the South Carolina fire service, where he has served with dedication and purpose since joining as a volunteer firefighter at just 15 years old in 1998. His career spans both EMS agencies and fire rescue departments, giving him a well-rounded perspective on emergency services and public safety.
Chief Rogers has served in both volunteer and career capacities, where he quickly discovered his passion for proactive approaches to safety. Recognizing the power of prevention, he shifted his focus to community risk reduction, where he could make a broader and more lasting impact. In his current role as Battalion Chief of Community Risk Reduction for Hilton Head Island Fire Rescue, he has led the implementation of innovative strategies to address the evolving risks faced by the community.
A dedicated public servant and leader, Chief Rogers balances his professional commitments with a strong family life. Married for nearly 20 years and a proud father of three, he draws on his personal experiences to guide his leadership style—emphasizing empathy, preparedness, and the importance of building safe, resilient communities.

Rachel Roberts

Rachel Roberts brings more than 14 years of distinguished service to the fire community, with experience spanning both career and volunteer roles. Currently, she serves as a Lieutenant with Kingsland Fire Rescue’s volunteer division in Kingsland, Georgia, where her leadership and commitment to safety have made a notable impact.
Rachel’s educational background includes an Associate Degree in Fire Science from Columbia Southern University, awarded in 2023. Her passion for Community Risk Reduction has become her area of expertise, and in 2025, she led Kingsland Fire Rescue through its inaugural Community Risk Assessment, setting a new standard for the department’s approach to public safety.
Beyond her contributions to the fire service, Rachel is deeply invested in youth development and emergency preparedness. She joined Nassau County 4-H in 2023 as a volunteer Subject Matter Expert with the Youth Emergency Team (YET). Her leadership qualities quickly propelled her to the role of Club Leader the following year. In recognition of her dedication and the positive influence she has had on the youth participants, Rachel was honored with the 2025 Nassau County 4-H Volunteer of the Year Award.
Rachel Roberts exemplifies excellence, leadership, and a steadfast commitment to community well-being, making her an invaluable asset to both Kingsland Fire Rescue and the youth she inspires.

Kelsey Irvine

Kelsey Irvine has served as a 4-H Youth Development Agent II in Nassau County since 2017. Her areas of specialization include equine sciences programming, disaster preparedness and response, and youth life skills development. Ms. Irvine earned a bachelor’s degree in biology with a minor in chemistry from Jacksonville University in 2013, followed by a master’s degree in animal sciences with a minor in wildlife ecology and conservation from the University of Florida in 2016. She later began her PhD studies at the University of Florida in the Department of Animal Sciences, specializing in equine and youth sciences.
In addition to her academic background, Ms. Irvine brings professional experience as a veterinary technician and in animal technical rescue, emergency animal sheltering, and youth mental health first aid. These combined experiences, along with her passion for education, helped inspire the creation of the Youth Emergency Team (YET). The program is designed to empower youth with lifesaving skills, confidence, and meaningful connections, while strengthening overall community resilience.

Lindsay McDade

Lindsay McDade is an eleven-year veteran of the fire service. She is the Battalion Chief of Community Risk Reduction with Cayce Fire Department, a position dedicated to the City of Cayce’s opioid abatement. McDade manages the post-overdose follow-up, naloxone leave-behind initiatives, drug take-back events, data collection, and two outreach equine programs. Muffin Cares with Muffin the Therapy horse, educating on opioid prevention messaging and the Therapeutic Equine Activities program for those in recovery and individuals wanting to improve mental health. McDade has her Bachelor of Science in Fire, Arson, and Explosion Investigation from Eastern Kentucky University. In her days off, McDade enjoys working and training her horses and manages Hoof Beat Ranch, the farm and caretaker of all horses in the equine programs. She is dedicated to using her passion for horses to help her community combat the opioid crisis and support first responder wellness.

Haley Dayer

Haley Dayer blends a background in education, technology, and emergency services in her role as Fire Prevention Officer for the Midwest City Fire Department. As a Community Risk Reduction Specialist, Officer Dayer conducts comprehensive fire safety inspections and investigations while designing innovative public education programs that enhance community safety. She leads the FireLink Midwest City Foundation and contributes as a board member to organizations including the Midwest City YMCA, Mid-Del Tinker 100, and the Community Health Center of Oklahoma. Prior to joining MCFD in 2024, Dayer managed programs at Payne Education Center and worked for ten years as an Instructional Technology Specialist for Mid-Del Public Schools. A graduate of the University of Central Oklahoma with a Bachelor of Science, Dayer is currently pursuing her M.S. in Fire Executive Leadership and Emergency Services Management at Columbia Southern University. Officer Dayer’s collaborative approach demonstrates MCFD’s ongoing commitment to professional excellence and building strong community partnerships in fire prevention and public safety education.

Joshua Fry

Joshua Fry is a Firefighter-EMT with the Omaha Fire Department’s Public Education Unit and has 14 years of experience in the fire service. He delivers fire and life safety programs across all age groups and serves as a certified Youth Fire Intervention Specialist. Joshua partners with Omaha Project Harmony to support children and families impacted by youth fire-setting, combining prevention education with trauma-informed care. He is also the primary handler for Omaha Fire’s certified Facility Dog, enhancing outreach, mental health support, and classroom engagement.
A 29-year veteran of the Nebraska Army National Guard, Joshua currently serves as First Sergeant of an airborne infantry company.
Before joining the fire service, Joshua spent over a decade as a sworn police officer with the San Francisco Police Department. He holds a Bachelor of Science in Emergency Medical Services from Creighton University and is passionate about prevention, education, and building strong community partnerships.

Baylie Scott

Baylie Scott is a research scientist at UL Research Institutes’ Fire Safety Research Institute (FSRI). She joined FSRI in April 2025, with a concentration area of the National Emergency Response Information System (NERIS).
Prior to joining FSRI, Baylie worked at Esri and the Tennessee State Fire Marshal’s Office. At Esri, she was the product owner for fire solutions, where she created geospatial applications for the fire service, including the ArcGIS Solution for Community Risk Reduction. While at the Tennessee State Fire Marshal’s Office, she oversaw state-level fire data analysis and led community risk reduction initiatives. She has a passion for empowering fire departments to better protect their communities using evidence-based decision-making. Baylie has a Bachelor of Science in Public Health and a Master of Arts in Public Policy.

Sara Beckert, MSc., M.Ed

Dedicated professional specializing in first responder health and wellness with over 15 years of specialized experience designing, implementing, and managing comprehensive wellness programs for firefighters and first responders. Currently serving as Wellness Coordinator for multiple fire departments while leading First Response Health and Wellness, an organization dedicated to advancing the mental, physical, and emotional well-being of emergency services personnel.
Demonstrated expertise in developing evidence-based wellness initiatives that reduce health risks, lower medical costs, and foster long-term healthy behaviors. Proficient in conducting health screenings, creating targeted wellness programming, and delivering educational workshops tailored to the unique physical and psychological demands of fire service professionals.
Serves as an Educational Consultant and Curriculum Developer for the National Fire Academy’s Firefighter Wellness Program, contributing to the advancement of national training standards in first responder health and safety. Collaborates with subject matter experts and instructional designers to develop evidence-based coursework that integrates current research, best operational practices, and real-world application. Chief Arnold Baker

Fire Chief, Chelan County Fire District 5 – Manson, Washington
Chief Arnold Baker leads Chelan County Fire District 5, serving the rural lakeside community of Manson, Washington. A third-generation resident, Baker joined the fire service as a volunteer in 1986, became Assistant Chief in 1990, and was appointed Fire Chief in 1998. With nearly four decades of service, he has been instrumental in advancing firefighter recruitment, retention, and community risk reduction across North Central Washington. Chief Baker represents his district on the bi-county 911 Board and the North Central Washington Fire Chiefs Association, and serves on the Washington Fire Chiefs Recruit and Retention Committee. A long-time practitioner of CRR, he emphasizes practical, partnership-driven approaches to identifying risks and implementing lasting safety improvements within small and rural communities.

Carly Shears

Carly Shears serves as the Division Manager of Community Risk Reduction with the Meridian Fire Department. Here she leads the development, implementation and evaluation of strategies and programs designed to reduce fire and injury risks within the community. Having over 12 years of experience as a firefighter paramedic, she understands the importance of utilizing a data-informed approach in assessing community needs, analyzing risk trends, and creating targeted prevention strategies.
Carly’s desire to foster a culture of accountability and excellence has contributed to the department’s continued success with accreditation and awarded her a key role on the department’s accreditation team.
Shears earned her Bachelor’s degree in Health and Human Performance from Eastern Oregon University, where she developed a strong foundation in Behavior Change Theories. This expertise enables her to understand and influence how individuals adopt new behaviors or modify existing ones, leading to meaningful and sustainable changes within the community.

Sheena L. Glover

Assistant Fire Marshal, Omaha Fire Department
Sheena Glover is the newly appointed Assistant Fire Marshal for the Omaha Fire Department, where she has served since March 3, 2008. With nearly 18 years in the department and more than 24 years of combined fire, EMS, hazardous materials, and law enforcement experience, she has held multiple leadership roles, including Fire and EMS Instructor, Fire Captain, and Acting Battalion Chief. She is the highest-ranking Black female in Omaha Fire Department history with her promotion to Assistant Fire Marshal.
Sheena is the creator of the nationally recognized Small Bites Program, which confronts the silent traumas impacting firefighter wellness. Grounded in Community Risk Reduction principles, Small Bites equips firefighters and officers with the P.A.I.N. model (Problem, Action, Impact, Needs)—a tactical framework for addressing burnout, repairing morale, and navigating trauma and problems in real time. The program has been taught across the country, helping departments normalize tough conversations and embed wellness into daily leadership practice.
A graduate of the National Fire Academy’s Managing Officer program and holder of a Master’s in Organizational Leadership, Sheena continues to champion resilience, equity, and emotionally safe leadership as mission-critical to the future of the fire service.

Forrest Smith

City of Mesa Fire and Medical Department
Assistant Fire Chief

Forrest has over 25-years of services to the city of Mesa (Arizona) Fire and Medical Fire Department. In addition to his experience working for an all-hazards fire department as a firefighter/paramedic, Captain, and Battalion/Deputy Chief, Forrest has over 20-years of public relations, corporate marketing, advertising, and promotions experience in both the private and public sectors which he utilized in his role as a former spokesperson for Mesa Fire. Forrest currently serves as an Assistant Fire Chief and oversees the Fire Department’s Dispatch and Deployment, Social Services, Technical Services, Public Education, and Public Information Divisions. Forrest holds a bachelor’s degree in Public Relations from Cal State Fullerton along with a multitude of leadership and project management related certifications.

Prior to his career in the fire service, Forrest spent several years working in professional sports and as an account supervisor for Southern California based advertising and marketing firms that managed large national brands. Forrest has represented the City of Mesa on local and national news, has presented at a host of fire and EMS conferences, and served as a co-host on a major television network program that showcased fire departments from across the nation and their emergency calls for services. Forrest also spends a great deal of time serving on a multitude of community, non-profit, and government-based boards and committees.

Khalilah Yancey

Baltimore City Fire Department
Deputy Chief

Khalilah N. Yancey has been an integral member of the Baltimore City Fire Department since she began her career as a fire cadet in her senior year as a student at Baltimore City College high school. Her continuous dedication and passion for public service has allowed her to succeed at a high level throughout her tenure with the organization. Her motivation and thirst for knowledge are not just to increase her own personal skill set but to be in a position to better service the citizens of Baltimore and the members of the Baltimore City Fire Department. Khalilah has done this by serving in numerous internal capacities of the fire department which has afforded her with the opportunity to experience the various facets of the business operationally. She has coupled that experience with external opportunities to grow professionally in the fire service by being a lifelong learner and active in various organizations. Some of those organizations include Women in Fire, International Association of Black Professional Firefighters, and a member of the National Fire Protection Associations Responder Forum which brings together fire service leaders, up-and-coming first responders and subject matter experts to tackle the emerging issues faced by the fire service. In 2023, Khalilah Yancey became the second woman and the first African American woman to be promoted to the rank of Deputy Chief in the history of the Baltimore City Fire Department. In taking this position she assumed command of the newly created Office of Professional Standards. While serving in this capacity she continues to function as the department’s Liaison to the Deputy Mayor of Public Safety. She holds a degree in Occupational Safety and Health and is a graduate of the Carl Holmes Executive Development Institute. Her knowledge and global perspective undoubtedly add an executive level outlook to the conversation on 21 st century Fire/EMS service, and her track record of scholarship and continuing education since joining the fire department allows her to connect theory and practical application together to improve on service delivery standards and models.

Nate Rice

Normal Fire Department
Assistant Fire Chief

Nathaniel “Nate” Rice, EFO, CFO, MS is currently the Assistant Fire Chief at the Normal Fire Department in Normal, IL. Previously, he served 27 years at the Peoria Fire Department in Peoria, IL, where he spent the last five years as the Division Chief of Fire Prevention. Chief Rice spent 21 years in Suppression/Operations before leading the Fire Prevention Division and has since realized the importance and benefits to true Community Risk Reduction. The Peoria Fire Department spearheaded numerous endeavors in CRR under the guidance of Chief Rice, and he is credited with changing the entire culture of the Peoria Fire Department to operate within a CRR framework. Chief Rice will further continue to pursue these efforts for the Normal Fire Department. Nate possesses an associate degree from Illinois Central College in Fire Science, a bachelor’s degree from Eastern Kentucky University in Fire & Safety Engineering Technology and his master’s degree from Columbia Southern University in Fire Executive Leadership/Public Administration. He has also completed the Executive Fire Officer Program at the National Fire Academy in Emmittsburg, Maryland and is designated as a Chief Fire Officer through the Center for Public Safety Excellence.

Sydney Wright

Cedar Rapids Fire Department
Community Risk Reduction Manager

Sydney Wright is the Community Risk Reduction Manager for the Cedar Rapids Fire Department (CRFD) in Iowa. A graduate of the University of Iowa with a degree in Elementary Education, Sydney began her career as a middle school mathematics teacher before pursuing her longstanding interest in the fire service and community safety.

Since joining CRFD in 2021, Sydney has worked to strengthen and expand the department’s public education efforts through a Community Risk Reduction approach. She has restructured the department’s school education program, developing more engaging, age-appropriate lessons designed to increase student participation, understanding, and retention of fire and life safety concepts. These programs reach thousands of students throughout the Cedar Rapids community each year.

Sydney is passionate about finding innovative ways to educate the community, reduce risk, and build meaningful connections between the fire department and the people it serves. Outside of work, she enjoys spending time outdoors, watching true crime shows, and supporting the Iowa Hawkeyes. Sydney lives with her husband, Jeff, their two children, Blakely and Brett, and their Golden Retriever, Memphis.

Rachel Roberts

Kingsland Fire Rescue Department
Firefighter/Fire & Life Safety Educator

Rachel Roberts is a volunteer firefighter with the Kingsland Fire Rescue Department in Kingsland, Georgia. She has been involved in the fire service for over 15 years, in both volunteer and career capacities. She has spent the last nine years serving with a passion for fire and life safety education. She is certified in both Georgia and Florida as a Firefighter II, Fire and Life Safety Educator, and Fire Inspector I. She has been certified as a Child Passenger Safety Technician since 2017. Despite taking a step back from the career fire prevention officer role in 2021 to stay home with her newborn, she obtained her Associates Degree in Fire Science in 2023 from Columbia Southern University. She currently serves as Partner Success Manager for Life Safety Inspection Vault (LIV). She also volunteers as an expert in fire rescue with the Nassau County 4-H Youth Emergency Team that trains a cadre annually. This is a 9-week course for teens ages 11-18 through the 4-H Program. In 2026, she is leading the same group in Camden County, Georgia. She has attended the NFA for the Managing Effective Fire Prevention Programs course and completed the NFA Leadership Strategies for Community Risk Reduction course when it was brought to Georgia in 2019. She is a member of the NFSA and participates regularly with the Florida Fire Sprinkler Association. When she isn’t busy with her other tasks, she can be found enjoying family time with her husband and two young boys.

Gary Peck

Wisconsin Department of Safety & Professional Services
State Fire Prevention Coordinator

Gary Peck has over 30 years in Fire and Emergency Services, with 25 years as a Military Firefighter/Fire Officer and 14 years as a Fire Chief. He is currently serving as a Fire Prevention/Fire Department Safety & Health Coordinator for the State of Wisconsin Department of Safety & Professional Services State Fire Program. As a State Fire Prevention/Fire Department Safety & Health Coordinator he is responsible for providing expert guidance to fire departments throughout the state of Wisconsin on fire prevention codes, standards, and updates and community risk reduction initiatives. Gary was instrumental in assisting with establishing a statewide community risk reduction strategic plan and the development of the Wisconsin Fire Risk Reduction Tool which utilizes NFPA CRAIG 1300. Peck has completed and is a certified International Fire Service Accreditation Congress (IFSAC) Fire Officer IV, Fire Inspector III and Instructor III. He has taken the National Fire Academy’s Leadership Strategies for Community Risk Reduction and the NFIRS Program State Manager courses. Gary has been actively involved in many fire service organizations over the years to address emerging issues in emergency services: He is a National Fallen Firefighter Foundation Everyone Goes Home State Advocate and is also a Fire Service Practical Skills Examination State Representative appointed by the Wisconsin Technical College System Fire Service Education Office. Gary has impressive experience and knowledge in Community Risk Reduction. As a CRR Champion he is currently promoting the strategic planning process statewide and assisting with implementing, leading the National Sound Off with the Home Fire Safety Patrol Program in Wisconsin.

Paul Martin

Ohio State Fire Marshal
Assistant Chief of Fire Prevention

Paul Martin serves as the Assistant Chief of the Fire Prevention Bureau of the Ohio State Fire Marshal’s Office and brings 26 years of fire service experience across roles including firefighter/EMT, lieutenant, captain, and assistant fire chief. He is a certified Fire and Life Safety Educator II, Youth Fire Misuse Program Manager, and Training Coordinator for the Ohio Fire Academy’s Fire Prevention courses. Martin represents Ohio as the NFPA Fire and Life Safety State Representative and is the state team leader for Sound Off with the Home Fire Safety Patrol. He was chosen as a Vision 20/20 Champion and Emerging Leader in Community Risk Reduction. Outside of work, Martin enjoys coaching baseball, camping, fishing, playing guitar, and spending time with his children, Emma and Gage.

Andrew Leith

Shoreline Fire Department
Captain Heavy Rescue

Andrew Leith is a Captain assigned to the heavy rescue unit at the Shoreline Fire Department in Washington State. He has been serving the citizens of Shoreline since 2001. In his role, Andrew and his crew respond to routine emergency calls in their area, as well as all technical rescues in the region. Andrew is also a member of the Shoreline Fire Department Wildland Team, and he has deployed on several significant incidents in both Washington and California. Kristen Hayes

Kristen Hayes began her first responder career in 2009 when she worked as a 9-1-1 dispatcher for a multi-jurisdiction communication center in Denver, Colorado. Her career progressed when she completed the Fire Academy in 2013 and worked as a volunteer firefighter/EMT with South Adams County Fire District (SACFD) for three years. Kristen’s passion for serving her community grew beyond just responding to emergency calls for service. In 2017, Kristen made the switch to a full-time position within the SACFD Fire Prevention Division as a Fire Prevention Specialist overseeing Fire and Life Safety Education. During her tenure with SACFD, Kristen gained the experience of a Fire and Life Safety Educator, but as a Fire Investigator and a Fire Inspector. She earned many levels of certifications, including her FLSE 2, IAAI-FIT, and ICC Inspector 1, all while allowing Kristen to spread her knowledge and expertise in community risk reduction. Kristen is proud to be serving with the Frederick-Firestone Fire District (FFFD) as the department’s Community Risk Reduction Specialist. Since working for FFFD, Kristen has transitioned her focus to not just fire and life safety education, but to measurable community risk identification, prevention, and planning.

Kristen also helps lead a non-profit organization called Colorado Risk Reduction Network (CRRN), an organization for others who have a passion for providing CRR within Colorado and nearby states. CRRN’s purpose is to provide its members with CRR-related training, resources, and networking opportunities. Kristen has proudly served on the CRRN E-Board as the secretary and treasurer. Kristen presently serves as the CRRN President where she strives to support those with the same passion for community risk reduction that she has. She has experienced firsthand the importance of support (both internal and external) for CRR efforts when it comes to making a change. Her motto is “It only takes one person to stand up to make a change”.

Chris Collins

Fire Marshal

Chris Collins has been the Fire Marshal for the City of Saint Albans Fire Department since 2018. I have been with Saint Albans Fire Department for over 14 years. In 2018 after our Chief approached me about taking a fire inspector class, while taking this class, I recognized the need for our city to have a Fire Marshal. We began building our Fire Marshal Division from the ground up and shortly after I became our city’s first Fire Marshal. In WV the fire marshal is also trained as law enforcement and has authority over all fire related offenses. My position is responsible for all fire/life safety inspections, fire investigation and community safety awareness. I am a certified fire officer, certified fire inspector, EMT, fire/ems instructor, CPR/First Aid instructor, child safety seat tech, firearms instructor, Stop the Bleed instructor and perform public classes to increase safety awareness throughout our city. My favorite part about being a fire marshal is I stay busy, and I get to be proactive in preventing emergencies from happening BEFORE they happen.

Maria Bostain

Maria Bostian is in her 21st year of Fire & Life Safety Education/Community Risk Reduction and serves as a Fire Educator for Charlotte Fire Department. Prior to joining the fire service, Bostian taught in the Montessori learning environment for over ten years having earned her American Montessori Society Elementary I & II credentials. She is a certified NC Level III Fire & Life Safety Educator, a NC Level III Fire Inspector, and a NC Level II Instructor. She has an M. Ed. in Montessori Integrative Learning from Endicott College. Bostian is active in injury prevention throughout the state of North Carolina. She serves as the Past-Chair for the Western Region Fire & Life Safety Educator Association and is a member of the NC Fire & Life Safety Education State Council and Conference Committee. She is a North Carolina representative for Sound Off with the Home Fire Safety Patrol. She also serves as Secretary for the Charlotte Fire Department History Museum Committee and as a member of the Charlotte-Mecklenburg Chapter of the Firefighters’ Burned Children’s Fund. Bostian is the 2020 NFPA Educator of the Year, the recipient of the 2017 NCFLSE B.T. Fowler Lifetime Achievement Award, and the recipient of the 2013 NCFLSE Award of Excellence. She is a contract instructor for the National Fire Academy and has authored several children’s injury prevention books.

Jeremy Berger

Jeremy Berger is the Fire Marshal with City of New Brighton. He has a strong passion for education and worked as a K-12 visual arts teacher prior to joining the fire service full time. Jeremy is active with numerous local CRR initiatives. He is the Chair of the Minnesota State Fire Chief’s Public Education Committee where he assists with developing educational programs and managing one of the cooking fire safety trailers. He is a leader within the Ramsey County YFPI team. He is also a contract instructor with the National Fire Academy.

Jeremy has a B.A. and a B.F.A from the University of Minnesota Twin Cities campus. In 2020, he completed his M.A. in Teaching from Bethel University. In his spare time, he enjoys swimming, playing guitar, camping and traveling.

Stan Barnes

Stan Barnes, a 28 year Retired / Farmington Hills Fire Department veteran with a strong Public Education background. Stan has been actively involved in Community Education and Public Speaking with a passion for Fire and Life Safety throughout his career. He has given much attention to community functions and school programs designed to promote life safety for all ages. Through community partnerships Stan has implemented and assisted in several programs that assist the Elderly and those with disabilities. Working closely with the State Fire Marshal for Michigan, Stan serves as a Community Outreach Educator, promoting educational messaging with the State Community Risk Reduction Task Force, MI-Prevention. Also privileged to volunteer and serve as the NFPA State Rep for public education. Stan also serves on the Michigan Fire Inspectors Society Executive Board, serving to assist over 750 Inspectors with various aspects of CRR and Fire and Life Safety, utilizing code education and enforcement to keep communities safe. Stan is most proud of the documented life saves through fire prevention.

Rebecca Alessandri

Rebecca Alessandri is the Fire and Burn Prevention Coordinator at the Firefighters Burn Institute in Sacramento, CA. She has diverse experience in public service, having worked as a Community Relations Specialist and Fire Inspector at Sacramento Metro Fire, a firefighter cadet, and an emergency medical technician. She is deeply involved and passionate about fire prevention advocacy and serves on the boards of Safe Kids Greater Sacramento and as Co-Chair of the Northern California Fire Prevention Officers – Public Education Committee. Rebecca is a graduate of Sierra College Regional Fire Academy and holds a Bachelor of Science degree in Business Administration with a concentration in Communication Studies.

Tonya Hoover

Deputy Fire Administrator

Tonya Hoover is Deputy Fire Administrator at the United States Fire Administration (USFA). As the senior career federal fire official, she is responsible for the day-to-day operation of the USFA. This includes the annual training of over 100,000 first responders at and through the National Fire Academy (NFA); the National Fire Incident Reporting System, which documents and analyzes 27 million fire department emergency responses a year; the USFA’s fire prevention, public information and public education programs; and the 27 campus buildings and the grounds of the historic National Emergency Training Center in Emmitsburg, Maryland. She was named to this position in February 2020.

Chief Hoover is an accomplished executive with more than 20 years of management experience in both local and state government. She has successfully worked at high levels of government in developing and implementing fire protection, fire prevention, fire training, and community risk reduction programs.

From May 2017 to January 2020, Chief Hoover served as the superintendent of the USFA’s NFA, which focuses on enhancing the ability of fire and emergency services and allied professionals to deal more effectively with fire and related emergencies.

From July 2009 to July 2016, Chief Hoover served as the California State Fire Marshal, where she was responsible for statewide fire prevention, fire service training, pipeline safety, code and regulations development, analysis and implementation. She was the California Assistant State Fire Marshal from September 2007 to June 2009. Previously, Chief Hoover served as the Fire Marshal/Battalion Chief for a local fire department and was a deputy campus fire marshal for the University of California at Berkeley. Chief Hoover served on the board of directors for the National Fire Protection Association and the International Fire Service Training Association and continues to engage with the International Code Council and Vision 20/20.

Chief Hoover received her MBA in Business and Human Resources from the University of Phoenix in 2006 and a Bachelor of Science in Technical Education, specializing in Fire Protection and Safety, from Oklahoma State University in 1985. She holds an associate degree in Fire Protection Engineering Technology (also from Oklahoma State University) and possesses a California lifetime teaching credential for fire science.

Mike Cox

Mike Cox is the Director of Fire, Rescue, and EMS for Esri, the world leader in GIS technology. Mike’s responsibilities include advocating how fire and EMS agencies leverage geospatial information and technology to achieve their response and recovery goals. As a member of the Public Safety Industry Marketing team, he works collaboratively with GIS professionals to promote the broad use of Esri’s ArcGIS platform within fire and EMS. Mike retired from the Henrico County, VA Fire Department after 27 years of service. He served as the Deputy Chief with responsibilities including operations, emergency management, planning, accreditation, budget, and human resources. He was also a member of the Central Virginia All Hazard Incident Management Team, was the technical rescue team leader, and served as a hazmat specialist on the Virginia Department of Emergency Management’s regional hazardous materials team.

Kathi Osmonson

Kathi Osmonson is an international speaker, author and holds a master’s degree in forensic behavioral health.

She teaches professionals how to work with children who start fires and how to present fire prevention education. She writes and peer reviews scholarly articles, is a contract instructor for the National Fire Academy and works with Vision 2020 on the YFIRES project.

She developed and maintained a statewide youth fire intervention team in Minnesota consisting of fire service, mental health, law enforcement, justice and social service professionals. She also developed a nationally recognized certification for youth fire intervention specialists and program managers in Minnesota.

Kathi started fighting fire in 1987 and quickly developed a passion for saving lives and property through fire prevention and public education, now known as community risk reduction.

Don Porth

Don Porth has been a member of the fire service since 1980. He began his career as a student and volunteer. In 1983, Don became a Firefighter/EMT with the Salem (Oregon) Fire Department. In 1984, Don was hired by Portland (Oregon) Fire & Rescue, serving his first 6 years as a firefighter/EMT and working as a hazardous materials specialist.

In 1988, Don began working with the youth firesetting intervention program, becoming the manager 1990 when promoted to Fire Inspector and assigned to the Public Education Office (PEO). In 1996, Don was promoted to supervise the PEO, overseeing all community outreach activities. In 2004, Don was reassigned to a specialist position in PEO to focus on the development of the Safety Learning Center & Fire Museum, a project he completed in 2008. Don was re-assigned to his supervisory position in 2010 where he remained until his retirement from Portland Fire & Rescue in July 2011.

Don now works as a fire and injury prevention consultant in his community, state, and the nation, working with organizations like Vision 20/20, “Stop At 4” Child Window Fall Prevention Campaign, and other injury prevention initiatives. Since 2011, he has served on the Executive Committee of the Youth Firesetting Information Repository & Evaluation System (YFIRES).

Mike Weller

Mike Weller is the training specialist overseeing the National Fire Academy’s CRR curriculum, which includes the suite of Youth Firesetting Prevention and Intervention courses. He has been an active participant in all the NFA’s YFPI course developments over the past 20 years. In his first career, Mike led the development and sustainment of an effective community based YFPI program in an urban setting.

Ann Adams

Ann Adams has been a Social Worker since 1981. She is currently employed by the Connecticut Department of Children and Families (DCF) as the Program Director of the Office of Community Relations where she works closely with DCF involved families as an Ombudsman. She is also facilitator of the CT. Statewide Youth Firesetting Steering Committee and is a co-trainer of the Youth Firesetting course through the CT. Fire Academy. Ann is also a member of the Board of International Firesetting Intervention, Research and Education (IFIRE). Throughout her career within DCF, it was apparent that the State of CT. has not had a consistent statewide response to address the issue of youth involved with firesetting. Ann has worked closely with Fire Services, and other agencies to create and provide consultation to programs within the state of CT.

Dr. Anthony Campagna

Dr. Campagna received his BA in psychology from Dartmouth College in 1969, and an MS in 1973 and PhD in 1975 in clinical psychology from Yale University. He is licensed in Connecticut and Rhode Island, and qualified as a Master Addiction Counselor by the NCC-AP. In 1995 he and his wife created and co-directed Connecticut’s Juvenile Court Assessment Service. In 1998 he created and co-directed Connecticut’s largest privately operated gender-specific juvenile detention center for girls. He now co-directs The Greater New Haven Counseling and Family Therapy Center. He maintains a private psychotherapy practice, and subspecialties in the assessment of problem sexual behavior, substance use disorders, and the inappropriate use of fire. He is a founding Board member of the International Association for Fire Setting Intervention, Research, and Education.

Karla Klas

Karla Klas, BSN, RN, CCRP manages the University of Michigan Trauma Burn Center’s nationally acclaimed community and family-centered injury prevention programs. Her 31-year distinguished career in burn/trauma critical care nursing, research, professional development training, mentoring, program management, public education, curriculum development, CRR, and injury prevention has produced numerous journal publications, textbook chapters, and grant awards. She has attained multiple specialty certifications and leadership appointments to committees devoted to injury control. She is a Professional Instructor for the National Fire Academy in the Youth Firesetting Prevention and Intervention Courses. Will Mueller

Will Mueller is an Assistant Fire Chief with the Colerain Township Department of Fire and Emergency Medical Services located just northwest of Cincinnati, Ohio. He is a 28-year veteran of the fire service and holds certifications as a Firefighter/Paramedic, Fire Safety Inspector, Fire Instructor, and EMS Instructor.

He is a national speaker on topics such as interdisciplinary approaches to opiate addiction, older adult fall prevention, and fire service education. He also serves as an Adjunct Professor for the University of Cincinnati’s Fire and Safety Engineering Technology Program teaching courses in Community Risk Reduction and serves as a Research Associate for the University of Cincinnati’s Healing Communities Study.

Chief Mueller is a member of the Ohio Fire Chief’s Association, International Association of Fire Chiefs, and National Fire Protection Association. Chief Mueller is a graduate of the Ohio Fire Chief’s Ohio Fire Executive Program earning him the Ohio Fire Executive designation.

He also serves on many national, statewide, and regional committees including the Public Health and Emergency Medical Services Director’s Advisory Council, Regional Community Paramedicine Advisory Board, Ohio Fire Chief’s Education Committee, Ohio Older Adult Falls Prevention Coalition, and the Ohio Injury Prevention Partnership serving as Co-Chair of the Falls Awareness Committee. In addition, he serves on the Executive Board for the Ohio Deflection Association and is an EMS Consultant and Educator for Operation 2 Save Lives and Quick Response Team National.

Chief Mueller holds a bachelor’s degree in Emergency Services Management and is in the process of completing his Master’s degree in Higher Education specializing in Adult Education, Higher Education, and Higher Education Administration and Leadership.

Charles Jennings

Charles Jennings has a long involvement in community fire risk analysis and reduction strategies. He was fortunate to work in seminal work including early US Fire Administration national fire safety campaigns in the 1980s. He also coauthored the TriData report Proving Public Fire Education Works.

Jennings studied residential fire risk for his dissertation, and helped to define criteria for targeting social, economic, demographic, and building stock characteristics for reducing risk. He worked with the City of Surrey, BC to develop and evaluate their HomeSafe campaign, which is one of the longest-running well-documented CRR programs in the fire service.

Jennings has a PhD in City and Regional Planning from Cornell University, and is a Fellow of the Institution of Fire Engineers and a Chief Fire Officer designee. He has served in multiple fire service roles including as a firefighter, line officer, Acting Chief and First Deputy Commissioner for Public Safety for the City of White Plains, NY. He is an Associate Professor at John Jay College of Criminal Justice of the City University of New York where he also directs the Christian Regenhard Center for Emergency Response Studies.

Dr. Jeffery Gruenglas

Dr. Jeffery Gruenglas is a firefighter / EMT and EMS instructor at West Barnstable Fire Department, and a health policy researcher for a biotechnology organization. He is a member of the Cape and Island Youth Firesetting Intervention Team, sits on the board of the Massachusetts Call/Volunteer Fire Association, and serves as the editor of Smoke Showin’. He holds certifications as an NAEMSE national level 2 instructor, Massachusetts EMS Instructor/Coordinator, Massachusetts Fire Prevention Officer—Level 2, Pro Board Fire Officer and Incident Safety Officer, and Health Care Ethics Consultant. He is faculty at the College of Arts & Sciences, Boston University. Dr. Gruenglas earned his doctorate in health sciences with a concentration in global health from Massachusetts College of Pharmacy and Health Sciences and holds an MSc in bioethics from Harvard Medical School and a Masters in English Literature from Brooklyn College-CUNY.

Meri-K Appy

Meri-K Appy served as Vice President for Public Education at NFPA from 1989 – 2003, as President of the Home Safety Council from 2003- 2010, and as President of Safe Kids USA until December 2011. Now a national consultant, she is on the Vision 20/20 Executive Committee as Director of Strategic Partnerships and liaison to the Strategy 2 Committee (Education and Outreach). Appy is also Project Manager for Sound Off with the Home Fire Safety Patrol, a proven school-based program from the Michigan Public Health Institute that delivers free smoke alarm education/installation to high-risk Grade 2/3 students and their families.

Kelly Ransdell

Kelly Ransdell is NFPA’s Regional Director for the South Central US covering eight states. Formerly she was the Regional Education Specialist covering the 17 states in the Southern and New England regions. Kelly works to expand fire and burn education, increase code and standards use and works with national organizations, state agencies, and local fire departments to enhance their overall educational programs. Before joining NFPA staff, Kelly was the Deputy Director of the North Carolina Department of Insurance- Office of State Fire Marshal overseeing the Prevention, Programs and Grants Division for nearly 15 years. In addition, she worked as the State Director of Safe Kids North Carolina which included 42 coalitions covering 72 counties for 11 years. Kelly will share statistical and programmatic insights that were incorporated into NFPA’s new Steps to Safety Program for older adults.

Dr. Nathan Estrada

Dr. Nathan Estrada is the VP of Clinical for Nymbl Science and a subject matter expert on older adult balance training and fall prevention. He is a physical therapist by training, receiving his Doctorate in Physical Therapy from the University of Colorado Denver Health Science Center, where he also received the Hubert J. Levy Humanitarian Award in 2007.

Professionally, he has worked in outpatient orthopedics, sports medicine, and home health, where he discovered a passion for empowering older adults to participate more fully in life. He was the program manager for Senior Living at Bayada Home, where he focused on older adult population health.

Dr. Estrada believes we have bought into the lie that aging is less and that health decline is somehow a normal expectation of aging. He is validating that empowerment will always yield better results than fear and that healthcare should be fun. He believes we can better meet older adults’ needs by combining human connection with technology to impact results at a population level. His primary mission is to bring lasting solutions to older adults to meet the greatest anxiety points of aging, beginning with falls.

Dr. Megan McElheran

Dr. Megan McElheran is a CLinical Psychologist and the Chief Executive Officer of WayfoundMental Health Group, a national organization that provides mental health services across Canada. Dr. McElheran’s research over the last 20 years has focused on activity-duty military, veterans, and public safety personnel. Dr. McElheran completed graduate training at the Stanford University clinical psychology consortium. Dr. McElderan is a TEDx alumni and received the Queen’s Jubilee in 2013 for her pioneering work in mental health research.

Tom Jenkins

Tom Jenkins serves as a Senior Advisor / Research Manager for UL Fire Safety Research Institute on the NERIS project. Prior to joining the NERIS team, he was the Fire Chief for the City of Rogers (AR). In that capacity he led over 160 career firefighters and successfully attained accreditation from the Center for Public Safety Excellence and Commission on Accreditation of Ambulance Services. Chief Jenkins was asked to serve by Governors Beebe and Hutchison to serve on several state commissions and groups, including the Trauma Advisory Council, Firefighter Cancer Benefit Review Panel and the Safe Schools Commission. He has served as a professor for Drury University, Northwest Arkansas Community College, Tulsa Community College, and Oklahoma State University. In 2015, Chief Jenkins was elected to serve on the Board of Directors for the International Association of Fire Chiefs as the Second Vice President. In 2017 and 2018, he served as President and Chairman of the Board for the IAFC.

In addition to public service, Tom is recognizable face at nearly all fire and emergency medical conferences where he speaks and presents regularly. Chief Jenkins completed his Master’s in Public Administration from the University of Oklahoma and obtained his Bachelor’s degree in Fire Protection and Safety Engineering from Oklahoma State University. He has completed the Executive Fire Officer Program at the National Fire Academy and is a designated Chief Fire Officer and Chief Emergency Medical Services Officer from the Commission on Public Credentialing. He currently serves on multiple boards and committees, including the: NFPA Standard on Organization and Deployment of Career Fire Departments Standard 1710, International Fire Service Training Association Board of Directors, PulsePoint Advisory Board, and National Fallen Firefighters Foundation Advisory Board. His service also includes appointments to the Homeland Security Advisory Council, where he served from 2020-2021 and the FEMA National Advisory Council where he has served since 2023.

Victoria Reinhartz

Dr. Victoria Reinhartz is an industry leader within Emergency Medical Services and the Chief Executive Officer of Mobile Health Consultants, helping Mobile Integrated Health and Community Paramedicine teams establish frameworks, track outcomes, and prove their impact as they navigate the path to revenue. She is also the founder of MIH Academy, providing education and training to paramedicine teams. As a lead faculty within the MIH Academy, Dr. Reinhartz helps community paramedics take their real-world experience and establish themselves as board certified industry leaders.

Dr. Reinhartz is a national advocate for innovative models of care, serving on the Board of Directors for the National Association of Mobile Integrated Healthcare Providers and is an Advisor for Vision 20/20 Community Risk Reduction, a project of the Institution of Fire Engineers-USA Branch. Innovation is at the forefront of her work with Rainbow Health, bringing care coordination, behavioral health specialists, and medication management to teams across the U.S. Dr. Reinhartz is also the Mobile Integrated Health subject matter expert for the Commission on Accreditation of Medical Transport Systems, the first entity to establish accreditation standards for Mobile Integrated Health and Community Paramedicine within the United States.

For her leadership and exceptional care provision within Emergency Medical Services and Mobile Integrated Health, Dr. Reinhartz has received a Chief’s Commendation Award, a Congressional EMS Unit Citation Award, and national recognition from the United States Public Health Service.

Dr. Reinhartz has been named a 2021 Top 50 Most Influential Leader, and was also selected as the 2020 Next Generation Civic Leader, an honor awarded to one pharmacist nationwide whose vision for interprofessional care best spotlights the needs of underserved communities.

Kymberly Pashkowsky

Kymberly Pashkowsky spent over 25 years in the fire, medical, and emergency trauma services. She is currently serving as the Fire Service Training Coordinator and MI Prevention CRR Division Chief for the State of Michigan Bureau of Fire Service. As president and founder of Lead on Solutions, she develops business and fire service leaders through team building, coaching and mentorship. She holds a bachelor’s degree in Business Management and Administration Leadership. Pashkowsky completed the Michigan Fire Officer I, II and III programs and is a certified Fire Instructor I.

Kymberly has been actively involved in many fire service organizations over the years to address emerging issues in emergency services: She has significant experience in Community Risk Reduction as a Technical Advisor with V20/20 to move strategic planning process statewide and nationally towards CRR, Sound Off Super State Advisor, Peer Support Advisor for Behavioral health, NFPA Responder Forum, member to Michigan Joint Fire Service Council with assignments towards Recruitment and Retention, Behavioral Health and Chair of the State Fire Conference “JC5”.

Most recently, Kymberly was asked to become a board member of Firefighter Close Calls and heads up the Cardiac Health and Wellness site. Kymberly is a leader in championing diversity for the Volunteer Firefighters and Women Firefighters which is critical for the future of the fire service and has presented and been a keynote speaker at multiple events towards data, CRR, Cardiac Health, strategic planning, harassment/diversity, and inclusion, resiliency, and emotional intelligence in the fire service. Most recently, speaking at the Vision 20/20 conference and Congressional Fire Service (CSFI) in 2022.

Ben Shearer

Ben Shearer is the Community Risk Reduction specialist for the City of Pasco Fire Department. He has spent most of his 33 years at Pasco Fire advocating for Public Education. In 2017 Ben was asked to make the move from Operations to Admin and create a true fire department Community Risk Reduction Program. Since that time, he has been working on creating programs that will reduce the risk to anyone who lives in, works in or travels through the city of Pasco. Ben is currently the Chair of the Washington Public Fire Educators and the Washington State representative for NFPA Educator network. Through these groups, Ben continues to push the message that CRR can help every community, and you don’t have be a data genius to get started.

Aaron Kozlowski

Aaron Kozlowski has worked at the Joliet (IL) Fire Department & currently holds the rank of Battalion Chief of Emergency Medical Services (EMS). He was on the development team for the JFD crisis first aid (CFA) program for the JFD firefighters. This program has evolved into the Joliet Community Mental Health Program allow every resident of Joliet access to mental health care at no cost to them. He is on the Illinois Fire Chief EMS Committee and holds a master’s in public safety and leadership from Arizona State University.

Kathy Hook

Kathy Hook is a Colorado native and has served as a Fire and Life Safety Educator and Youth Firesetter Intervention Specialist with the Colorado Springs Fire Department since 2012. She manages the nationally acclaimed FireFactor² program, is an Instructor at the National Fire Academy and serves as the lead for the Colorado State YFS certification class. Kathy has a passion for bringing a myriad of groups and people together to impact community safety.

Allen Wilson

Allen Wilson serves as the fire chief for the Surf City Fire Department where he resides with his wife, Dr. Melissa Wilson, and 15-year-old son, Tyler. Chief Wilson has over 30 years of experience rising through the ranks of both volunteer and career fire departments. He has committed himself to higher education completing an applied science, bachelor’s, and master’s degree including the Executive Fire Officer Program while also working full-time and part-time jobs. Chief Wilson contributes to his community through extensive volunteer service with the local community college, Boy Scouts of America, Pender County Schools, etc., and serves on several boards and advisory committees; including the National Fire Protection Association, the North Carolina Association of Fire Chiefs, Eastern North Carolina, and Pender County Firefighters’ Associations, Cape Fear Community College, etc. Chief Wilson continues to serve the fire service community by sharing lessons learned through experience and education to promote safety and efficiency to firefighters across the US. When not working on fire-related tasks, Chief Wilson enjoys most all outdoor activities including all things boating. Chief Wilson holds a Captain’s License through the United States Coast Guard and runs a small business as a boat captain for hire.

Jessica Xenakis

Jessica Xenakis is a professional educator with over 14 years of instructional experience. Jessica joined the Virginia Beach Fire Department as the Fire and Life Safety Education Coordinator in 2019. She has incorporated her teaching expertise into the creation of a new virtual learning resource (www.vbfdlifesafety.com), while building VBFD’s “Safety Squad” program – an interactive fire and injury prevention curriculum that aligns with Virginia’s Standards of Learning and the NFPA’s Desk Reference. She serves as a contract instructor in Youth Firesetting Prevention and Intervention at the National Fire Academy and an adjunct instructor for Virginia Department of Fire Programs. Jessica is also a Co-Founder of the Virginia Beach Fire Foundation, Youth Firesetting Program Manager, Child Passenger Safety Instructor, and Volunteer Resource Manager for her city. Jessica holds a Bachelor of Arts in Spanish with a Minor in Education from Old Dominion University. She was recently awarded the Virginia Governor’s Award of Excellence in Community Risk Reduction and was also named the 2023 NFPA Fire and Life Safety Educator of the Year.

Bryan Tyson

Brian Tyson is a Captain and Paramedic in Barnstable, MA. He is an alumnus of the University of New Hampshire where he earned a bachelor’s degree with a dual major in Kinesiology and Justice Studies as well as a master’s degree in justice studies. Interning with the New Hampshire State Fire Marshal’s Office as an undergraduate, introduced him to youth firesetting, and he returned to complete a graduate project pertaining to youth firesetting. He started a full time firefighting career in 2008 at the Barnstable Fire Department where he has held several positions and leads the department’s Community Risk Reduction and Public Education Programs. Tyson is a CPSE credentialed fire officer and holds degrees from Columbia Southern University in Associate of Applied Science-Fire Science, Bachelor of Science-Fire Administration, and Associate of Applied Science-Emergency Medical Services.

Ryan Cox

Captain Ryan Cox has been with Sioux Falls Fire Rescue for 18 years. He has spent the last three years as the department’s Community Risk Reduction Specialist. Prior to the CRR role, Ryan focused on incident reduction, data quality, and created a network of resources that communicated between state and local nonprofit organizations and other paid providers. Captain Cox has revitalized the kid’s education program within his department, bringing it to over 40 schools in and around the city of Sioux Falls. Using his education and skills as a former teacher, Ryan has updated the program curriculum to involve local school administration in addressing public safety issues.

Patti Graham

Patti was born to a father who dedicated his life to serving others, with a passion for the fire department and the community. Unfortunately, he was killed in 2008 while serving others. Wanting to carry on the tradition, Patti decided to follow in her father’s footsteps. Since her dad’s passing in 2008, Patti has gone through training with the Sumter County Fire Department and is now a volunteer firefighter. She trained and became an assistant Chaplain for the department. She also serves on the SC Firefighter Assistance and Support Team (FAST). Her involvement continues to grow throughout the state.

It warms her heart to hear from others and know that her father is proud to watch her grow and continue his legacy. Patti is married to Steve Graham, Chief of Boiling Springs FD. She has four children and five grandchildren.

Jason Corthell

Jason is a fourth generation firefighter and has been a member of the fire service since 2004. He is also a Marine Corps Veteran, honorably serving from 2006 through 2010. Chief Corthell has been a
Fire Service Officer for over ten years. He is also a nationally recognized speaker putting his journey through PTSD (Post Traumatic Stress Disorder) and into PTG (Post Traumatic Growth) on display since 2017. Jason has been published in Fire Engineering Magazine, December 2022 issue, for his work in the mental wellness field and developing programs for first responders.

Chief Corthell holds a Bachelor Degree from Waldorf University in Emergency Management, graduating Cum Laude, as well as an Associates Degree from Lonestar College in Fire Science. Chief
Corthell is a graduate of both the Texas A&M Chief Executive Officer Program and the Texas Fire Chiefs Academy. He has gained Master designations as an Instructor and Firefighter per Texas
Commission on Fire Protection. He currently serves as the Division Chief of Training and the Mental Wellness and Fitness Director for his organization.

Jason holds certificates in International Association of Firefighters Resilience and Peer Support as well as being certified as Culturally Competent and a First Responder Associate by the First Responder Counselor Academy He was awarded the The Star of Texas Award in 2015 by Texas Governor Greg Abbott. This award honors all Texas peace officers, firefighters, emergency medical first responders, and federal law enforcement officers who are seriously injured or killed in the line of duty.

Jason is currently in the process of authoring his first book, “Disentanglement Division”, and looks to publish in 2024. Chief Corthell enjoys travelling with his wife, Patty and going to different ballparks. Patty and Jason also stay very busy with three kids and their various sports and activities.

Jesse Blaire

Jesse Blaire is the EMS Captain for Ocala Fire Rescue, a first response fire department providing ALS services within the city limits of Ocala in north central Florida. Jesse began providing BLS services as a transport EMT in 1997 transitioning to the paramedic role in early 2000. Since then, Jesse has begun practicing as a first response paramedic for Ocala Fire Rescue, a flight paramedic for the ShandsCair Critical Care Transport Program and a TEMS medic for the Ocala Police Department’s SWAT Team. He is also the co-founder of the University of Florida’s Critical Care Transport Paramedic Program. He developed and implemented a Mobile Integrated Healthcare Program at Ocala Fire Rescue.

Dr. Candice McDonald is a former NASA federal agent who has served almost two decades as a firefighter, EMT, EMS officer, CE instructor, fire inspector, and PIO. She is the Deputy Chief Executive Officer of the National Volunteer Fire Council, President of the Cumberland Valley Volunteer Firemen’s Association, and an adjunct marketing professor for Eastern Gateway Community College and the University of Arkansas. She holds a Doctor of Business Administration degree with a specialty in homeland security, a master’s degree in organizational leadership, a bachelor’s degree in organizational management, and an associate degree in human services.

Kim Stouse

Kim Stouse is the Community Risk Reduction Specialist for the Pocatello Fire Department/Bannock County Ambulance District where she is assigned to the Fire Prevention Bureau. She is responsible for the departments of CRR, Education, Outreach, Emergency Preparedness, Youth Firesetting, PIO and assisting with Fire Inspections. She joined the fire service in 2015. Prior to that she was a 911 Dispatcher and Juvenile Probation Officer. She has a Master’s degree in Homeland Security from American Military University, a Bachelors in Sociology from Idaho State University and is a nationally certified EMT. She is a very social person who loves being active in her community. She is the NFPA Education Representative for the State of Idaho, works with various community partners, and sits on several boards that work to address the needs within the community. She also is a member of the Idaho Region 3 All Hazards Incident Management Team. Kim is passionate about CRR and has been working diligently to move her agency towards adoption of the Community Risk Reduction model. When Kim is not at work, she loves to hang out with her amazing husband and 2 incredible and active sons and fur babies (dogs and cats). She loves to travel whenever she gets the opportunity to do so. She is extremely honored to be a part of the Champions and Emerging Leaders (CEL) Group and hopes to not only learn from this amazing team, but to share from her experiences.

Sylvia R. Peace has been with Greenville Fire-Rescue (TX) since 2013 and is the Community Risk Reduction specialist for her department. Having worked for almost 30 years providing a variety of educational programs to residents of all ages, backgrounds, and abilities across several communities, she now serves the Greenville community providing fire and injury prevention education. Besides working to reduce risk in her community, she also serves on the IFSTA Fire and Life Safety Educator textbook validation committee for the upcoming fourth edition. She also served on the 2020 Edition of the NFPA’s Educational Messages Advisory Committee (EMAC) Desk Reference and served on the coaching team of the Vision 20/20 Symposium 7 Model Performance presenters. Additionally, she is a contract instructor for the National Fire Academy.

Rachel Hale

Rachel Hale currently serves as the Community Risk Reduction Specialist and Public Information Officer for Roanoke Fire-EMS, in Roanoke, VA. Before beginning a career with the fire service, she worked in education and the nonprofit sector. She is very passionate about serving her community, and spends her time plawking (look it up!), volunteering as an advocate for local neighborhood groups, and being the full-time foster mom for her department’s new Fire Station Foster program, which brings shelter dogs to visit fire stations and helps them find forever homes. She holds a Bachelor of Arts Degree in Anthropology from Oregon State University, and expects to be awarded a Master of Arts in Teaching from Hollins University in the fall of 2023. She enjoys traveling, live music, and spending time with her husband, Chris, a firefighter with the same department, and two sons, Malachi and River.

Nathan Estrada

Dr. Nathan Estrada is the VP of Clinical for Nymbl Science and a subject matter expert on older adult balance training and fall prevention. He is a physical therapist by training receiving his Doctorate in Physical Therapy from University of Colorado Denver Health Science Center, where he also received the Hubert J. Levy Humanitarian Award in 2007. Professionally, he has worked in outpatient orthopedics, sports medicine, and home health, where he discovered a passion for empowering older adults to participate more fully in life. He was the program manager for Senior Living at Bayada Home, where he focused on older adult population health. Dr. Estrada believes we have bought into the lie that aging is less and that health decline is somehow a normal expectation of aging. He is validating that empowerment will always yield better results than fear and that healthcare should be fun. He believes we can better meet older adults’ needs by combining human connection with technology to impact results at a population level. His primary mission is to bring lasting solutions to older adults to meet the greatest anxiety points of aging, beginning with falls.

Mark Norford

Mark Norford is a Fire Inspector/Public Educator with the Wyoming Department of Fire Prevention and Electrical Safety. He has been working for the last five years to bring awareness to the problem of home oxygen fires and encourage the installation of thermal fuses within the State of Wyoming and Nationally. Before working with the state, he worked for Cheyenne Fire and Rescue for nineteen years, serving in all aspects of the fire service. He retired as Division Chief of Training but previously held positions as the Division Chief of Prevention, Fire Inspector, Public Information Officer, Engineer, EMS Instructor, Paramedic, HAZMAT, and Technical Rescue. In addition, he has worked in prehospital EMS services and Emergency Departments for over twenty years. And he is constantly seeking new challenges and ways to serve the community.

Kymberly Pashkowsky

Kymberly Pashkowsky spent over 25 years in the fire, medical, and emergency trauma services. She is currently serving as the Fire Service Training Coordinator and MI Prevention CRR Division Chief for the State of Michigan Bureau of Fire Service. As president and founder of Lead on Solutions, she develops business and fire service leaders through team building, coaching and mentorship. She holds a bachelor’s degree in Business Management and Administration Leadership. Pashkowsky completed the Michigan Fire Officer I, II and III programs and is a certified Fire Instructor I. Kymberly has been actively involved in many fire service organizations over the years to address emerging issues in emergency services: She has significant experience in Community Risk Reduction as a Technical Advisor with V20/20 to move strategic planning process statewide and nationally towards CRR, Sound Off Super State Advisor, Peer Support Advisor for Behavioral health, NFPA Responder Forum, member to Michigan Joint Fire Service Council with assignments towards Recruitment and Retention, Behavioral Health and Chair of the State Fire Conference “JC5”. Most recently, Kymberly was asked to become a board member of Firefighter Close Calls and heads up the Cardiac Health and Wellness site. Kymberly is a leader in championing diversity for the Volunteer Firefighters and Women Firefighters which is critical for the future of the fire service and has presented and been a keynote speaker at multiple events towards data, CRR, Cardiac Health, strategic planning, harassment/diversity, and inclusion, resiliency, and emotional intelligence in the fire service. Most recently, speaking at the Vision 20/20 conference and Congressional Fire Service (CSFI) in 2022.

Katie Harrington

Katie Harrington, Esq. is a Fire Lieutenant for the City of Worcester, MA. She has been with the Worcester Fire Department for over 20 years. She has spent time in suppression, training, investigations and fire prevention before transferring to the Public Education/Community Risk Reduction Unit. Katie has received many certifications in the fire service including FF I/II, Fire Instructor I/II, IAAI-FIT, Fire Officer I, Fire Prevention Officer I/II, Student Awareness of Fire Education, and YFPI Training. Katie educates adults throughout Worcester in Fire and Fall Safety and children in the schools about fire prevention and safety. She is the Fire Department Representative in Hub-Cor, Community Representative for Head-start Preschool Program, and the partner with The Red Cross for the smoke alarm installation program. She is also on the task force for the Senior Support Team and the MA Fire and Life Safety Education. She also teaches peers at the Massachusetts Fire Academy in areas of prevention, education, fire officer, instructor, and EMS. She also has taught for the National Fire Academy. Katie has been a part of many grants on both the State and Federal levels. Katie’s partnerships continue on a daily basis with work being done in the community. When not working, Katie can be found at the horse barn, sports complex, or dance competitions with her 5 children.

Joseph Walters

Joe Walters is the Executive Officer for the State Fire Marshal, with the Office of the Maryland State Fire Marshal (OSFM). As the first “Executive Officer ” Joe has been integral in moving the OSFM into the 21st century, from technology advancements, fleet refreshments, equipment needs to health and wellness awareness. Since 2016, he has also led a part in the agencies community risk reduction programs. He has been proactive in fire prevention programs throughout the State and has assisted with the dissemination of important fire & life saving information via social media and other platforms. He currently sits on the Mid Atlantic Life Safety Conference Committee as the operations command, trying to enhance the program. By trade he is a fire investigator and worked in the field for several years prior to the appointment of Executive Officer. He worked several high profile cases and made many arson and explosive related arrests. He has had the opportunity to sit in forums such as the Truman Symposiums and the FEMA AFG content development group. On his off time, he is a 20-year veteran of the volunteer fire service where he currently serves in the role of Captain. He has held many roles including Assistant Treasurer and Vice President. He is also an instructor for the National Safe Boating Council and specialize in the maritime rescue discipline. He and his wife own a small custom t-shirt business, which was started just before the birth of their child, in 2015. When not working, he loves sitting on the Chesapeake Bay on his boat or tearing up the mud four wheeling in the woods.

Jess Sondgeroth

Community Risk Reduction (CRR) Outreach Program Coordinator

Jessica Sondgeroth is the Community Risk Reduction (CRR) Outreach Program Coordinator with South Carolina State Fire. She also collaborates with leading fire organizations and fire departments through the statewide risk reduction program, Fire Safe South Carolina. The outreach section supports fire and life safety data analysis, curriculum coordination, and outreach efforts statewide. Specifically, she provides technical and professional support through outreach efforts to establish and sustain the community risk reduction process statewide. In addition to her role on the CRR team, Jessica also serves on the Palmetto Incident Support Team, and the Community Loss Education and Response (CLEAR) Team which researches fire-related fatalities. Jessica was selected to participate in the first national cohort of the Vision 20/20 CRR Emerging Leaders Academy. She presented the Fire Safe South Carolina program at the National Vision 20/20 Model Performance Symposium in Tennessee and was the keynote speaker at the New England Fire and Life Safety Conference in Massachusetts in 2022.

Jeremy Mitchell

A twenty-seven-year veteran of the fire service, Jeremy Mitchell is the deputy fire marshal for the Champaign, Illinois Fire Department. Esther Hernandez is a Chief Deputy State Fire Marshal with the Washington State Patrol – State Fire Marshal’s Office. She has been with WSP for 20 years; the last 17 years in the SFMO. As the supervisor for the Education, Enforcement, and Analytics Section within the SFMO, she is responsible to direct, plan, and provide management oversight of the Fire Sprinkler Contractor Licensing and Certification Program, the Fireworks Licensing Program, the Fire Safe Cigarette Certification Program, the National Fire Incident Reporting System Program, Community Risk Reduction, and division Public Information. She has a degree in business from the University of Southern California. Fight on! On a personal note, her home life includes two felines that rule her life – Coco and Bean. Her hobbies include reading, cooking, and drinking coffee.

Derrick Sawyer

Derrick J. V. Sawyer is a 35-year veteran of the fire service and currently serves as the F re Chief for Upper Darby Township PA. Chief Sawyer served as the 19 th Fire Commissioner of the Philadelphia Fire Department (PFD) from June of 2014 to May 2016. He provided leadership for the more than 2,400 members within the department. With a passion for educating the ommunity on the merits of safety and preparedness, he has become a sought-after public speaker and revels in the opportunity to engage the community, as well as public and private sector entities. Retiring from the PFD after 31 years of service, Sawyer served as the Fire Director for Trenton Fire and Emergency Services in Trenton New Jersey. Well versed in the facets of Emergency Response, Chief Sawyer served in every civil service rank within the PFD, as well as every Mayoral appointed position including Deputy Commissioner for both Technical Services and Operations. He’s held staff positions in the Technical Support Unit, headed the Department’s Homeland Security Division and has presented at the 9th Annual Montgomery County Chief Officers Seminar on the importance of information sharing as it relates to preparing for and preventing terrorist attacks. Over the past decade Chief Sawyer has traveled the globe to educate diverse communities on the effectiveness of Community Risk Reduction, and fire & life safety education. Among his most impactful presentations were the 2011 International Safety Seminar in Seoul Korea and the National Fire Protection Association’s Annual Conference. He led the award-winning Fire Prevention Division and because of his hands-on leadership, assisted the Fire Department in reducing the number of fire fatalities in the City of Philadelphia to its lowest rate in recorded history. Chief Sawyer was the 2011 recipient of the T. Seddon Duke Award for Fire Prevention. He served as the Chairperson for the National Fire Protection Association’s (NFPA) Urban Fire Safety Taskforce. Additionally, Chief Sawyer has served as a board member for St. Christopher’s foundation for Children, Northwest Victims Services, and the American Red Cross Southeastern PA Chapter. Chief Sawyer has augmented his academic accomplishments by graduating from the National Fire Academy’s Executive Fire Officer Program, the Carl Holmes Executive Development Institute and The Harvard Kennedy School of Executive Education for State and Local Government. He has obtained certifications as Fire Officer IV, Fire Instructor II, Fire Inspector, Hazardous Material Technician, and Firefighter II. Sawyer also holds an Associate Degree in Fire Science from Community College of Philadelphia, a Bachelor of Arts Degree in Public Safety Administration from Holy Family University and a Master of Science degree in Homeland Security from Saint Joseph’s University.

Daniel Isenhour

Daniel is currently a Fire Captain on an engine company with the Albemarle Fire Department in North Carolina. He has worked for Albemarle for 15 years and has been involved in the fire service for 24 years. He currently assists with Albemarle FD’s fire and life safety and community risk reduction efforts. He oversees the smoke alarm program, orders and maintain fire prevention materials, and assists with events. He does what he can to stay connected at a state and local level. He participates in several state fire and life safety groups and has the pleasure of serving as the Fire Facilitator for Stanly County Safe Kids coalition. As an active member of the Safe Kids coalition, he assists in getting fire departments throughout the county involved in Safe Kid events, actively assists with car sear checks, diversion program, and assists with safety messaging at events, in schools and in daycares.

Damien Vinson

Captain Damien Vinson is with the Chattanooga Fire Department and serves as the Community Outreach and Recruitment Coordinator. Sgt. Ashby Green is a Deputy Fire Marshal at Louisville Fire Department, where her area of jurisdiction sees the highest frequency of building fires in Kentucky. Ashby balances that responsibility with specializing in Fire & Life Safety Education – she is the Kentucky Sound Off State Team Leader, founder and Chief of Lesley Prather Empowerment Camp, and member of NFPA Remembering When Advisory Committee. Ashby’s involvement with Vision 20/20 includes being the Kentucky SCEF delegate and Symposium 7 Minnow Tank participant.

Amber Jones

Amber Jones started her career in the fire service 20 years ago with Wheat Ridge Fire Department as a volunteer, where she received her Fire Fighter I & II and Haz-Mat Operations certifications, as well as her EMT-B certification from Red Rocks Community College. She joined Arvada Fire in 2006 as a Communications Specialist in the 911 dispatch center and promoted to a shift lead. In 2015 Amber transitioned to the Community Risk Reduction division and currently works as a CRR Specialist. She has received her FLSE I, FLSE II, YFPI, Inspector I, and Instructor I certifications and has attended numerous NFA courses. Amber has a passion for helping and teaching older adults stay independent through fall prevention, resource navigation, and home safety visits. She is a third-generation member of the Arvada Fire Department. Her father and grandfather were both volunteers and she was raised around the fire stations. Amber’s ties to her community continue today, as she lives and works in Arvada. Amber enjoys the outdoors, staying active, meeting new people, helping those in need, and is currently working towards a blackbelt in karate with her son.
