Joe Bynum serves as a Community Risk Reduction Specialist with the Pennsylvania Office of the State Fire Commissioner, where he works with fire departments, local governments, and community partners to identify risks and develop data-informed strategies to reduce preventable injuries, fires, and other community hazards. His work includes community risk assessment, fire and life safety initiatives, incident data and reporting, and supporting the integration of CRR into organizational planning and decision-making.
Joe is also an experienced fire service instructor and has served with Brookhaven Fire Company in Delaware County, Pennsylvania, since 2003, where he currently serves as Captain. His operational experience provides a practitioner’s perspective that shapes his approach to making CRR practical, sustainable, and relevant for fire departments of all sizes.
He holds a Master of Public Administration with a concentration in Emergency Services Management and has participated in state and national fire service committees and organizations. Joe is passionate about advancing Community Risk Reduction, improving the use of fire service data, developing future leaders, and strengthening the connection between emergency response, prevention, education, and community needs.
