If you are looking to build out your website with CRR-related resources, Vision 20/20 has a number of free guides, documents, tools and much more that you can use. Much of these were developed with FEMA Fire Prevention and Safety grant funding along with private-sector support with the goal of making them widely available.

A Guide for Conducting a Community Risk Assessment

Community Risk Reduction (CRR) is a process to identify and prioritize local risks, followed by the integrated and strategic investment of resources (emergency response and prevention) to reduce their occurrence and impact. Typically, Community Risk Reduction programs use a six-step approach towards development.

  • Step 1: Identify Risks
  • Step 2: Prioritize Risks
  • Step 3: Develop Strategies & Tactics to Mitigate Risks
  • Step 4: Prepare the CRR Plan
  • Step 5: Implement the CRR Plan
  • Step 6: Monitor, Evaluate, and Modify the CRR Plan

The Vision 20/20 Community Risk Assessment Guide has been developed to help fire departments and other organizations to conduct a basic or more complex assessment of risks within their community. Ultimately, the results of the risk assessment can be used to develop a CRR plan.

The guide describes various processes and methods used in the first two steps of developing a CRR plan: Identification of Risks and Prioritization of Risks. This is followed by a description on how to put it all together, with an example of how a risk assessment document might be compiled. The guide also includes a comprehensive list of additional resources that can be utilized in developing a risk assessment.

Community Risk Reduction Planning

This document from Vision 20/20 has been developed as a companion guide to Community Risk Assessment, A Guide for Conducting a Community Risk Assessment. The risk assessment guide has outlined methods for obtaining the data and information necessary to conduct a community risk assessment, along with the process for prioritizing identified risks. It addressed the first two planning components used to develop a Community Risk Reduction (CRR) plan: Step 1—Identify Risks, and Step 2—Prioritize Risks.

This guide will address the other four steps used develop and complete a final CRR plan. Although this guide will go into detail on CRR planning, it must be emphasized that a CRR plan need not be extremely complex or difficult to develop. The extent to which a fire department develops their plan will depend upon a variety of factors and available resources. For some departments, it may be starting with a simple plan that addresses the most common or obvious risks within a community. For others with access to more resources, a comprehensive plan may be developed.
